Orochimaru, for as much flair as he is, would not care about making Sakon and Ukon wear lipstick. It’s probably not even actual lipstick and Their Lips Are Just Like That. Remember curse seal stage 2 Sasuke? That’s not lipstick either.
Don’t give Orochimaru credit for Kimimaro’s eyes. It’s not “eyeshadow”, his eyes are just like that. It’s been like that since he was a kid.

As for Taka…:

Suigetsu dressed himself once he was released from the tank, unless Naked In A Tank is fashion now? Let Suigetsu have the credit.
Orochimaru did not dress Juugo. Juugo is wearing a curtain he got at the Cat Lady’s hideout because regular clothes were too small for him.
Karin is fine.
Sasuke isn’t wearing standard uniform. He’s modified it and added his clan crest and turned the rope into a useful tool for holding his sword. The credit is Sasuke’s.
